Rafael E. Serrano Barona
Rafael Serrano leads the data protection and emerging technologies practice at CorralRosales, a law firm in Quito, Ecuador. His work focuses on data protection, e-commerce and the TMT-Telecoms, Media, and Information Technology industry. He advises national and international companies regarding compliance with data protection laws and regulations in Ecuador.
In addition, Mr. Serrano is a tenured professor at Universidad de las Americas in Quito, Ecuador, where he lectures on data privacy and emerging technologies laws. He is Vice-President of the Ecuadorian Data Protection Association (AEPD), and an active member of several international associations focusing on data protection and information technologies, including the International Association of Privacy Professionals (IAPP) and ITtechLaw. Currently, he co-chairs the IAPP’s Ecuador KnowledgeNet.
Mr. Serrano graduated from the Law School of the Pontificia Universidad Católica del Ecuador. He also holds a master’s degree focused on natural resources and energy law from Melbourne University and specialist degrees in new technologies and data protection from Universidad Católica de Argentina.
